Sheff Wed Deals with Serious Challenges, Declares New Football Authority

'Our role is integral to football's future' - football oversight chief the new chairman

Sheffield Wednesday's current difficulties are seen as a "major concern" and the football regulator is seeking powers to look into club affairs in comparable cases, the recently named head David Kogan has declared.

Through a comprehensive talk, Kogan, who was named to the position this week, voiced concern towards supporters of the Owls.

The chairman convened with four supporter groups representing the Championship side recently.

The football club have been struggling on and off the field in this season, with the club delaying salary disbursements on five separate occasions, including in last month.

"Evidently Wednesday represents a significant problem for EFL and a major challenge for the sport," the chairman stated.

"The club represents one of the great brands for English football and this week we have met Sheffield Wednesday supporters' groups.

"Our aim is to acquire the ability... which will enable us to take Wednesday and comparable cases referred to us if they warrant scrutiny and acted upon."

Economic Challenges and Ownership Situation

Wednesday's embattled owner the Thai businessman stated during the off-season he would be prepared to relinquish control at the stadium, but he has not been able to secure a deal with potential new owners.

Delayed salary payments on time in March and May caused limitations by the football authorities in mid-year, stopping Wednesday from completing any transfers or loans for the next three transfer windows, although those limitations were removed in the end of the transfer window.

Authority's Position

The chairman stated: "The position was created for the fans of Sheffield Wednesday, teams facing challenges where fans are dedicated to a regional establishment that has been part of their lives in multiple situations.

"I completely understand Sheffield Wednesday, as I do for each organization that in modern times have encountered failure, or nearly ceased operations, for factors unrelated to the supporters."

Questioned about whether the authority might compel an owner to sell a club if they are judged inappropriate, the chairman responded: "If your question is 'would we intervene in the final instance?', the response would be once we assemble the facts and understand the situation, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be considered the final option and the oversight body would choose to collaborate with owners.

"The final option we would consider is commence engagement with an specific team, an particular chairman, without having the opportunity to collaborate with that chairman to fix the problems affecting the organization and the owner's facing," Kogan said.

"In actuality, when you review the record of football, over the past few decades there have been particular chairmen, few in number, but particular people who have shown negligence in the approach they have taken toward their teams and eventually don't wish to take responsibility for the future."

'Errors may undo substantial development'

Kogan met with representatives from 110 clubs to detail the scope of the regulator on Wednesday and maintained it represented a "proactive meeting" with a "high level of engagement" from the lower divisions to the top flight.

"It's a job that's actually really important, because should mistakes occur, if the world of football gets it wrong, the extraordinary progress that's been made could disappear incredibly quickly," the chairman stated.

"This represents everyone's worst fear in the realm of domestic football is a major achievement - we must maintain momentum.

"Considerable investment coming into football and has been invested for the recent generations, because certainty is lacking it will persist in entering the game, which is among the factors explaining I think we have to adopt a precise perspective on challenges and obviously, of the next two or three years."

Premier League Concerns

The Premier League opposed the establishment of an oversight body because of apprehensions regarding adverse consequences on the top-flight's competitiveness, but the chairman responded: "I fully support the success and growth as an economic entity of the top division.

"I of all people understand the worry about compromising the top flight as an elite competition of England. But concurrently, if you talk to the Premier League after the recent gathering, they would have had a high level of reassurance -and, in fact, they have been informing us confidentially they have a significant confidence."

Political Connections

The chairman continues to confront a "thorough examination" by the public appointments commissioner after he revealed he contributed money to the opposition group in 2020.

The 68-year-old donated money to Culture Secretary the politician's campaign, along with that of the current Prime Minister.

"I have fully disclosed my former ideological connection [with Labour], and that political affiliation came to an end the day the select committee approved my appointment," Kogan said.

"I am presently disconnected from any form of political activity."
